About Solar for All (SFA)

Solar for All Program was created by the U.S. Environmental Protection Agency (EPA). It is designed to drive economic growth, create jobs, improve energy independence, and lower energy costs. It leverages existing incentives and support platforms, providing financial assistance for solar installations on single-family and multi-family homes, and supporting community solar projects. 

Who are we looking for?

The Sr. Manager, Federal Grant Administrator will provide strategic leadership for the administrative and compliance functions of the multi-state implementation of the Solar for All Program in Montana, Idaho, Wyoming, and Oregon. Reporting directly to the SFA Program Director, the Senior Manager will collaborate closely with the Sr. Manager, Program Delivery & Operations, the Sr. Manager, Engagement & Communications, the Chief Financial Officer, and the accounting team to ensure strict adherence to federal grant requirements, robust internal controls, and organizational policies.

Key responsibilities include partnering with Ernst & Young, the external compliance firm, to design and implement comprehensive compliance policies and procedures. The Senior Manager will also lead the development and implementation of efficient and effective administrative systems to support program operations. In this role, the Senior Manager will work collaboratively with all Solar for All program staff to ensure sustained compliance and administrative excellence throughout the program’s lifecycle.

Primary Duties:

Federal Grant Compliance

  • Serve as subject matter expert for all federal compliance and procurement procedures, including 2 CFR 200, DBRA (Davis-Bacon and Related Acts), BABA (Build America, Buy America Act), and consumer protection.
  • Maintain awareness of evolving EPA and federal compliance guidance. Apply updates to internal processes and deliver training and tools to support adherence.
  • Attend relevant EPA-related trainings, document critical findings, and disseminate relevant information across BEF teams. 
  • Collaborate closely with Sr. Managers on program design and implementation, providing regulatory expertise.
  • Lead the preparation, review, and timely submission of grant reports to federal agencies.

Subrecipient Monitoring

  • Design and implement risk-based subrecipient selection and monitoring protocols.
  • Ensure accurate tracking and documentation of subawards, deliverables, and expenditure compliance.
  • Provide guidance and training to subrecipients on reporting, procurement, and audit readiness.

Grant Management Systems

  • Administer SFA grant management systems, including system optimization and troubleshooting.
  • Oversee data integration between multiple sources to deliver comprehensive grant reporting.
  • Establish file management, documentation storage, and retention protocols.

Financial Operations 

  • Serve as the primary program liaison with BEF’s accounting team, coordinating closely on all fund allocations, drawdowns, and invoicing; participate in BEF’s Single Audit process as necessary. 
  • Coordinate with Sr. Managers and Program Director on routine procurement activities and budget management.
  • Oversee documentation and approval processes for expense submissions and payments.

Team Leadership

  • Foster a culture that aligns with BEF’s core values, supports collaboration among team members, and encourages continuous improvement across administrative and compliance functions.
  • Identify administrative weaknesses and collaborate with others to develop and implement effective solutions. Work with others to participate in solution-based discussions in all areas of the program.
  • Evaluate the need for additional program administration and/or compliance staff and conduct hiring and onboarding if necessary.

Qualifications:

  • 10+ years experience in federal grant administration in a mid-level or senior leadership role
  • BA/BS degree in a relevant field
  • Demonstrable expertise in federal procurement, DBRA, BABA, and grant-specific compliance; expertise in administering EPA grants a plus.
  • Demonstrable expertise in managing subrecipients, audits, and complex grant reporting schedules
  • Proficiency with grant management systems and data platforms
  • Excellent problem solving, communication, and team leadership skills
  • Strong commitment to transparency and accountability in public funding
