NWB is seeking a well-versed, energetic, and detail-oriented Director of Homeownership Education Programs to join the NWB team. This position will promote, manage, and grow NeighborWorks® Boise services expanding reach and visibility in the Idaho community.

Primary Duties and Responsibilities

As a director, this position will be responsible for the development and management of the homeownership education programs, which are primarily focused on clients throughout Idaho becoming homeowners by using techniques including financial literacy, pre- and post-purchase counseling, couching, and homebuyer education. This position will also be responsible for Homeownership Programs’ budget preparation and monitoring, partnership development, grant and business plan preparation, staff training and certification, and project compliance. This role will successfully execute duties that include, but are not limited to:

Administrative Duties

  • Responsible for maintaining NeighborWorks America® (NWA), HUD, Idaho Housing and Finance Association, Idaho Department of Finance, and other required counseling and certifications for self and all program staff
  • Responsible for the development, and management of sustainable homeownership programming, which will extend to multiple locations/counties in Idaho
  • Responsible for development, preparation and submission of department business plan, department marketing plan, department funding applications
  • Responsible for development and monitoring of all department budgets
  • Ensure department, program, and partner compliance with all licensure and funder requirements
  • Responsible for the oversight of data collection and reporting for assigned programs and services including marketing leads and client follow up
  • Develop and implement service provision, improvement protocols and to make services client-friendly, convenient and easy to access program products and materials
  • Participate in board and committee(s) as assigned

Marketing/Program Development Duties

  • Responsible for identifying, developing, and maintaining partnerships in all Idaho communities served
  • Responsible for service coordination with NeighborWorks® Boise internal and external partners.
  • Be the face of Homeownership programs for the organization to further exposure of NWB and identify potential partnerships with local and state agencies to deliver innovative programs
  • Integrate programs to maximize benefits to program and agency clients
  • Assist with special projects and requests including public awareness projects and surveys
  • Provide input for marketing and collateral materials and modifications to keep them current.
  • Oversee and assist on a compliance check on all closed files within the department.
  • Audit and oversee compliance on all counseling files.
  • Work with CEO and marketing expansion plans. Provide input for marketing and collateral materials and modifications to keep them current
  • Oversee the provision of information to the public about services NeighborWorks® Boise and specific information about counseling program services to promote the continuum of service

Direct Service

  • Provide class facilitating, counseling, coaching, and other educational services to clients as needed.
  • Ability to analyze logistical situations and develop solutions
  • Experience reading/interpreting/administering government program guidelines
  • Ability to relate well to persons and groups of diverse social and economic backgrounds

  • Expert working knowledge of counseling and lending compliance and related federal regulations
  • Knowledge of NeighborWorks America® compliance requirements and issues; NWA certifications preferred
  • Adaptability and Candor: you will be working with some of the newest technology in the homeownership and mortgage industry. As it evolves, we will ask you for your feedback to improve our products.
  • Ability to perform quality work and adhere to timeliness standards established by management.
  • Self-starter with strong attention to detail, organizing and time management skills and the ability to work productively and efficiently with multiple projects and timelines.
  • Ability to provide support and supervision to staff
  • Experience using computer applications including Word, Excel, Outlook, CounselorMax, and other industry programs. 


Education and Experience

  • Bachelor’s degree with a minimum of five years management experience or equivalent experience in an upper-level position and five years’ service provision experience in social services, human services, affordable housing, or related field
  • Demonstrated knowledge of poverty issues, homeownership issues for low- and moderate-income populations, and affordable housing issues
  • Demonstrated knowledge of mortgage lending, real estate, and personal financial management
  • HUD-Certified Counselor preferred

  • Provides general supervision and support to department staff and establishes work priorities, assigns duties, monitors, and evaluates performance
  • Keep track and encourage cross training among staff to ensure the department certifications are covered
  • Coordinates staff orientation, on the job training, and professional development training
